Cycle de conférences "Frontières : de la séparation à l’interface ?"
Un cycle de conférences intitulé « Frontières : de la séparation à l’interface ? » se tiendra au Luxembourg de janvier à juin 2010. Ce cycle de conférences est organisé par le centre de recherche public CEPS/INSTEAD en collaboration avec l’Université du Luxembourg dans le cadre de leurs projets Metrolux et Metroborder consacrés aux métropoles transfrontalières européennes.
L’objectif principal de ce cycle de conférences est d’analyser l’évolution des frontières européennes d’une manière comparative. Par le passé, les régions frontalières étaient plutôt déconsidérées du fait de leur situation périphérique. L’existence des frontières y créait de nombreux problèmes administratifs, compliquait l’aménagement du territoire et générait une certaine compétition en matière d’utilisation du sol. Depuis une décennie, cependant, un nombre croissant de chercheurs ont mis en évidence que l’ouverture des frontières en Europe constituait également une opportunité, qui pouvait être mise à profit par les régions et par les villes désireuses d’exploiter les différentiels frontaliers et de se nourrir de leurs effets positifs.
Le cycle de conférences traite de cette évolution en abordant les questions suivantes : Comment les régions et les villes peuvent-elles bénéficier de leur situation frontalière ? Comment les différentiels territoriaux, politiques et culturels peuvent-ils être considérés comme des opportunités ? Quels sont les nouveaux outils institutionnels qui peuvent aider à formaliser les projets frontaliers et fournir des incitations à coopérer dans le domaine transfrontalier ?
Le cycle de conférences sera animé par des chercheurs européens spécialisés dans le domaine des études frontalières, qui présenteront la méthodologie, les résultats ainsi que les perspectives théoriques issues de leurs projets entrepris en Europe.
Les conférences auront lieu à la Maison de l’Europe située 7 rue du Marché-aux-Herbes à Luxembourg-Ville.
Ce cycle de conférences est financé par le Fonds National de la Recherche du Luxembourg (FNR).

Series of lectures: "Changing borders: from separation to interface?"
A series of lectures related to "Changing borders: from separation to interface?" will be held in Luxembourg from January to June 2010. These lectures are organised by the public research centre CEPS/INSTEAD in collaboration with the University of Luxembourg in the frame of their research projects Metrolux and Metroborder dedicated to cross-border metropolitan regions in Europe.
The main objective of this series of lectures is to address the evolution of European borders from a comparative perspective. In the past, border situations were seen mainly as disadvantages of the periphery. Political borders created many problems in terms of competition and development because of administrative obstacles, lack of available surfaces or competing interests in land use. For the last decade, though, an increasing number of researchers have shown that the opening of borders in Europe also constituted an opportunity for regions and cities to exploit border differentials and flourish from the positive effects that they represent.
Against this background, this series of lectures will address the following issues: How can cross-border regions and cities benefit from their border situation? How can territorial, political and cultural differentials be considered as a source of new opportunities? What are the new institutional tools that can help formalise cross-border projects and constitute strong incentives for cities and cross-border regions to cooperate?
The series will give leading scholars the opportunity to present their knowledge and experience related to border issues. The series will act as a platform for discussions related to methodologies, data collection procedures, results of respective surveys and new theoretical perspectives.
The conferences will be held at the Maison de l’Europe located 7 rue du Marché-aux-Herbes in Luxembourg-City.
